II. Translate the following into Chinese. (50 points)

I am delighted that the UN World Tourism Organization is celebrating this year’s World Tourism Day under the theme ‘Tourism and Biodiversity’. Tourism and biodiversity are closely intertwined. Millions of people travel each year to experience nature’s splendour. The income generated by sustainable tourism can provide important support for nature conservation, as well as for economic development. Furthermore, sustainable tourism can help to raise awareness among tourists and local communities of the importance of biodiversity to our everyday lives.

Through initiatives such as its “Sustainable Tourism—Eliminating Poverty” project, and its collaboration with the UN family, national tourism authorities and the private sector, the World Tourism Organization is helping to highlight the links between tourism, poverty alleviation and biodiversity. The tourism community is becoming increasingly aware of its responsibility. And indeed there is much the sector can contribute to protecting biodiversity, including by integrating simple measures such as managing tour groups to minimize disturbance to wildlife or buying supplies only from sustainable sources.

On this World Tourism Day, I commend the tourism community for its growing recognition of the importance of conserving the diversity of life on Earth, and I urge all partners to strengthen their commitment to sustainability.【参考译文】

牛津大学出版社又是与中方合作最多的外国出版社之一。牛津大学出版社的系列英语词典足中国人学英语的必备工具书,也足许多人的首选工具书。我还记得,我年轻时就拥有一部《精选英汉汉英词典》,这是上世纪70年代末牛津大学出版社和中国现代历史最悠久的出版社——商务印书馆最早合作的产物。至于两家80年代随后推出的《牛津髙阶英汉双解词典》,则更是风靡一时,长盛不衰,被英语学者奉为圭臬。

语言是文化的载体。学一个国家语言的过程,也是了解一个国家文化的过程。因此,《牛津英汉汉英词典》的出版,其意义不仅在于为读者提供了髙质量的语言工具书,更为促进中英文化交流做出了新的贡献。

It is my great pleasure to join you at the launching ceremony of the Oxford Chinese Dictionary. I offer my warmest congratulations on the dictionary, as there is no doubt that its launch will be great news for the many people learning English in China and the increasing number of mandarin-learning native English speakers.

Since the classic Oxford English Dictionary was published more than a century ago, the Oxford University Press (OUP) has been the most prestigious dictionary publisher in the world. Even the name ‘Oxford’ represents a quality guarantee for English reference books, and if proof was needed, it is said that 6 Oxford dictionaries are sold every minute.

The OUP is one of the largest foreign publishing partners of China, with Oxford English dictionaries being the must-have dictionaries for students learning English and, for many others, their first choice as a reference book. When I was a young diplomat, I used to have a Concise English-Chinese Chinese-English Dictionary, which was the result of the early cooperation between the OUP and the Commercial Press back in the late 1970’s. The two later worked together again to produce another immensely popular dictionary, the Oxford Advanced Learner’s English-Chinese Dictionary, which many Chinese students believe is the leading English-Chinese dictionary.

Language is an important part of any culture and when you learn a foreign language, you get to know aspects of the culture you would otherwise miss. That is why the publication of this dictionary will not only help users to develop their language skills, but also improve their understanding and so contribute to improving China-UK cultural exchanges.

To conclude, I wish this dictionary every success and may the OUP and the Chinese publishing industries enjoy closer cooperation!

“The days that make us happy make us wise.”—John Masefield

When I first read this line by England's Poet Laureate, it startled me. What did Masefield mean? Without thinking about it much, I had always assumed that the opposite was true. But his sober assurance was arresting. I could not forget it.

Finally, I seemed to grasp his meaning and realized that here was a profound observation. The wisdom that happiness makes possible lies in clear perception, not fogged by anxiety nor dimmed by despair and boredom, and without the blind spots caused by fear.

Active happiness—not mere satisfaction or contentment—often comes suddenly, like an April shower or the unfolding of a bud. Then you discover what kind of wisdom has accompanied it. The grass is greener, bird songs are sweeter; the shortcomings of your friends are more understandable and more forgivable. Happiness is like a pair of eyeglasses correcting your spiritual vision.

Nor are the insights of happiness limited to what is near around you. Unhappy, with your thoughts turned in upon your emotional woes, your vision is cut short as though by a wall. Happy, the wall crumbles.

The second one chimes in: I am sick of it all. I’ve loved, I’ve hated, I’ve cried and I’ve laughed, I’ve enjoyed myself and I’ve suffered. What’s gold and silver? Mere dross. Some 350 million people of all ages, incomes and nationalities suffer from depression. Millions more—family, friends, co-workers—are exposed to the indirect effects of this under-appreciated global health crisis.

Depression diminishes people’s ability to cope with the daily challenges of life, and often precipitates family disruption, interrupted education and loss of jobs. In the most extreme cases, people kill themselves. Approximately one million people commit suicide every year, the majority due to unidentified or untreated depression.

People develop depression for a number of reasons. Often, different causes—genetic, biological, psychological and social—combine to provide the trigger. Stress, grief, conflict, abuse and unemployment can also contribute. Women are more likely to suffer depression than men, including following childbirth.

A wide variety of effective and affordable treatments are available to treat depression, including psychosocial interventions and medicines. However, they are not accessible to all people, especially those living in less developed countries and the least advantaged citizens of more developed nations. Among the barriers to care and services are social stigma and the lack of general health care providers and specialists trained to identify and treat depression. This is why the World Health Organization is supporting countries through its Mental Health Gap Action Programme.【参考译文】
