改革开放30年,助推中国翻译事业的大发展、大繁荣,勃勃生机,蔚为壮观。今天的翻译,无论在规模、范围上,还是在质量、水平上,以及对中国社会发展的贡献上都是史无前例的。随着我国经济持续、健康、快速的发展和改革开放的不断深入,我国综合国力不断增强,政治、经济、文化等各方面的国际交往日益频繁。作为服务于改革开放的先导力量和与世界沟通的桥梁,翻译的作用愈发突出。然而,在翻译需求不断攀升的同时,作为翻译人员主要培养阵地的高校,却日益暴露出其在翻译教学与实践之间的脱节问题。毕业生翻译技能不扎实,知识面狭窄,往往难以胜任不同专业领域所需的高层次翻译工作,致使翻译领域特别是高级翻译领域的供需矛盾日益突出,不能满足目前的经济和社会发展需要。这从数量上和质量上,都对高水平翻译人才的培养提出了迫切的要求。

为适应我国改革开放和社会主义现代化建设事业发展的需要,促进中外交流,培养高层次、应用型高级翻译专门人才,国务院学位委员会2007年1月23日第23次会议审议通过设置翻译硕士专业学位(MTI)。翻译硕士专业学位是我国第18个硕士层次的专业学位,其设立无疑是继2006年教育部批准试办翻译本科专业后我国翻译学科建设取得的又一里程碑式的成果,为我国培养高层次、应用型、职业化的翻译人才提供了重要途径,为我国翻译学的学科发展奠定了基础,同时也给我国的外语学科发展带来了机遇与挑战。

翻译硕士专业学位培养德、智、体全面发展,能适应全球经济一体化及提高国家国际竞争力的需要,适应国家经济、文化、社会建设需要的高层次、应用型、专业性口笔译人才。翻译硕士专业学位教育在培养目标、师资要求、教学内容以及教学方法和手段这四点上都与传统的翻译方向研究生教育有很大的不同。首先,翻译硕士专业学位教育着重对学生实践能力的培养,按口译或笔译方向训练学生的口笔译实际操作能力、跨文化交际能力,并为满足翻译实践积累所需要的百科知识。这一点与传统的外国语言文学学科中的翻译研究方向侧重培养学生的外国语言文学理论研究能力、学术研究能力以及就业为导向的教学能力的培养目标差别很大。第二,对学生实践能力的高要求和培养目标的应用型导向,也要求承担翻译硕士专业学位教学任务的教师必须具有丰富的口译或笔译实践经验,并了解翻译教学的原则。第三,翻译硕士专业学位教育中的翻译教学有别于外语教学中的教学翻译。翻译训练不是作为一种检测学生语言能力、水平的手段,而是建立在学生双语交际能力基础之上的职业技能训练,包括译前准备、笔记方法、分析方法、记忆方法、表达方法、术语库的建立等,专门训练学生借助语言知识、主题知识和百科知识对源语信息进行逻辑分析,并用另一种语言将理解的信息表达出来。最后,在教学方法和手段上,专业化的翻译教学需要的是双语交际环境、特定的交际对象和交际主题,还要考虑到翻译用人单位的需求等,要求学生不仅要具备扎实的中文基础和至少通晓一门外语,同时还要具备广博的其他学科(如经济、管理、法律、金融等)知识和实际翻译操作技能。另外,专业翻译人员培养还特别强调要忠实地表达讲话人/作者的想法或信息。因此,翻译作为一个职业(无论是兼职还是全职),专业化程度高,应用性和操作性都很强。要培养职业化高级翻译人才,现行外语教学体制是难以完成的。

职业化的翻译教育也因此需要专门化的教材。该教材体系应根据职业翻译人才的知识结构“双语知识、百科知识、翻译技能知识”三个部分来设计。专业翻译课程的设置也都是根据培养单位的师资特点及教学资源围绕上述三个板块安排的。因此,专业翻译教材应该至少包括口译技能类、笔译技能类、通识教育类、口笔译理论类等类别。正是在上述原则及《翻译硕士专业学位研究生指导性培养方案》的指导下,我们在2007年底组织国内多位了解翻译硕士专业学位并一直从事翻译教学与研究的专家、学者进行研讨,并着手编写国内第一套专门面向翻译硕士专业学位教育的系列教材。该套教材包括口译技能、笔译技能、翻译理论、通识教育及翻译工具书五个类别。整套教材以翻译职业技能训练为核心,以适当的应用型翻译理论为指导,配合不同学科领域的专题训练,旨在完善学生翻译学科知识结构,提高学生口笔译实践能力。在本系列教材全体编委的努力下,呈现在读者面前的这套“全国翻译硕士专业学位(MTI)系列教材”具备以下特点:(1)口笔译训练的技能化。翻译技能的介绍全面。以口译类教材为例,包括口译的记忆、笔记、数字口译、口译语篇分析、口译预测、语义识别、口译译前准备等技能;同声传译则介绍同声传译的概论、视译、应对策略等。(2)口笔译训练的实战性。笔译的选材基本是经济、社会、文化教育等领域的真实文本材料;口译则尽可能选用全真会议资料,而且题材范围涉及政治、外交、经济、文化、高科技、法律等多方面。(3)口笔译训练的专业化。所介绍的口译技能、笔译技能等均为目前国内外口笔译质量评估及口笔译专业认证考试测试的主要方面,通过对本系列教材的学习可以了解职业化翻译培训的程序与内容。(4)口笔译理论的指导性。对应用型的高水平翻译人才来说,树立正确的翻译观,掌握相关的翻译基础理论是非常重要的。本系列教材所涵盖的翻译基础知识和口笔译理论应努力领会和掌握。(5)通识教育的融通化。口笔译实践要求掌握英汉两种语言的相关知识及跨文化交际知识,本系列教材中的通识类各分册对拓宽学生的知识面、提高其跨文化交际的意识和能力将起到重要的促进作用。

MTI职业化人才培养的教学理念和面向实践的教学导向在目前的翻译教学界还是新事物,对其进行不断的探讨、丰富并开展教与学的交流是必要的,也将对翻译硕士专业学位发展大有裨益。外研社这套翻译硕士专业学位系列教材在开发之初就考虑到了这一点,在教材出版的同时,也将推出翻译硕士专业学位教学资源网,不仅指导系列教材的科学使用,也希望能够汇教学实时动态、集各方意见反馈、倡教学经验交流、促学科长远发展。

本书为全国翻译硕士专业学位(MTI)口译及笔译方向专业必修课教材,其目的是帮助学生实现从一般外语能力及双语能力向口译能力的过渡,并使学生具备基本的口译能力,包括联络口译和交替传译的能力。

本书的编写原则是:1)技能系统化,即以系统培养口译技能为中心,全书编写以口译技能为主线;2)内容立体化,即口译技能学习与口译专题训练相结合,各单元的技能训练和口译练习均围绕某一口译专题来编排;3)语料真实化,即训练材料均来自真实的口译现场,且大部分配有现场录音。

本书对基础口译的教学理念进行了一些创新性的探索,主要体现在以下两个方面:

1)听辨理解技能在基础口译教学中的地位。在基础口译的教学阶段,学生的B语听辨理解能力往往是其口译学习中的一个瓶颈。这主要是因为,以口译为目的的听辨理解方式与外语学习中的听辨理解方式不同。而且,从国内来看,B语是学生的外语,其B语水平相对于口译的要求而言往往不够理想。在国际范围内,口译教学在“AIIC模式”(即国际会议口译员协会倡导的培训模式)的主导下,在一定程度上忽视听辨理解技能的教学;但在国内,学生的B语水平不足是我们基础口译教学阶段不可忽视的现实。基于这种认识,我们在本书的“技能训练”部分设计了各种口译听辨理解练习,旨在帮助学生突破听辨理解的瓶颈,并逐步培养学生口译听辨理解的思维习惯。

2)口译技能教学微观化。传统的口译教材基本上以口译专题为编写主线,但采用这种编写方式的教材往往难以做到对口译专题的全面涵盖。近年来,随着口译教学和研究在国内的蓬勃发展,一些编写者开始探索以口译技能为主线的编写方式,这种方式能够比较全面地涵盖口译技能,符合“以技能为中心”的口译教学原则。但是,从目前已出版的教材来看,在口译技能教学的微观化方面仍然存在不足之处,主要表现在:对口译技能的宏观介绍多,但对技能的微观分解不够;对口译技能教学的原则介绍多,但对技能教学的具体步骤分析不够;口译技能的讲解与口译练习的设计之间未能做到很好的配套。基于这种认识,本书在口译技能教学的微观化方面进行了探索,主要体现为:针对每单元口译技能的“原理讲解”专门设计了相应的“技能训练”,并设计了灵活多样的练习形式,以便口译教师在口译教学中进行具体操作。

本书由两个主体部分构成,前一部分重点培养学生的口译听辨理解技能,后一部分重点培养学生的口译基本技能。前一部分为第一至五单元,包括:口译导论、从语音听辨到语流听辨、从听词到听意、意群切分、主题信息识别及提取等口译听辨理解技能的培训。主要目的是帮助学生完成从外语学习到口译学习的听辨思维习惯的过渡,夯实学生以口译为目标的听辨理解能力,培养学生进行口译听辨理解的操作技能。后一部分为第六至十四单元,包括:口译记忆的基本原理及技巧、逻辑线索及信息整合、言语类型分析、口译笔记的基本原理及技巧、数字口译、口译转换、目标语重构和口译表达等口译过程中各个次环节的技能和技巧。主要目的是培养学生的口译思维习惯和口译操作技能。

本书各单元的构成:

一、原理讲解。本部分针对各单元标题所列的口译技能内容编写,系统、扼要地讲授各项口译技能的要点。

二、技能训练。本部分结合各单元“原理讲解”技能主题,配之以相应的听辨理解和口译技能的分解练习。包括单句、段落、短篇等的听辨理解练习,设计成关键词填空、主题句填空、信息框架、段落复述、篇章复述等多种形式。本书在单元安排上体现了难度上的循序渐进,即:前面单元的练习在内容、语速等方面都要容易些,且篇章逻辑线索要清晰些,后面单元的难度逐步递进,且逻辑线索要模糊些。

三、对话口译。对话口译(或称“联络口译”)是一种常用的口译形式,也是译员在基础阶段必须掌握的技能。本书每单元均配备了对话口译练习。

四、篇章口译。每单元均配有英译汉和汉译英的篇章口译练习。篇前配有“词汇预习”,涵盖主题短语及专业表达,篇后配有“口译难点讲解”,帮助学生解决口译中的难点问题。

关于本书在教学过程中的使用,编者有如下建议:

1)课堂教学和课后自主训练均是口译学习不可或缺的环节,本书各单元的内容均兼顾了这两个方面。“原理讲解”部分宜课堂精讲,辅之以“技能训练”部分相应的练习,进而过渡到“对话口译”和“篇章口译”练习。“技能训练”一般有四篇练习,可以在课堂完成两篇,课后练习两篇。口译练习中的篇章均有一定长度,可以在课堂完成每篇的一部分,另一部分留给学生课后做自主训练。

2)本书“口译记忆”和“口译笔记”等单元的编排顺序是考虑到基础口译的教学实际需要。这样口译记忆和口译笔记都可有三到四周的训练时间。

3)教材中给出了技能训练及口译练习的大部分录音原文,这主要是为了方便学生在课后自主学习中精听时进行对照和参考。教材中选用的都是很典型的口译语料,学生可在课后进行模仿朗读。建议教师在课堂上要求学生合上课本进行技能训练及口译练习。

4)考虑到学习者自我检测练习效果的需要,我们在全国翻译硕士专业学位(MTI)教学资源网(http://mti.fltrp.com)提供了技能训练的参考答案以及对话口译和篇章口译练习的参考译文。

本书的编者是广东外语外贸大学高级翻译学院及英文学院五位具备丰富口译教学、实践、研究经验的一线教师。主编仲伟合及王斌华负责全书的总体设计、全稿修改及终稿审阅,并编写“原理讲解”等部分;伍志伟、古煜奎、贾兰兰负责编写了部分章节。以下是几位编者的简介:

仲伟合:广东外语外贸大学副校长、博士、教授、翻译学博士生导师。曾先后留学英国、美国。目前兼任国务院学位委员会全国翻译硕士专业学位教育指导委员会副主任委员、教育部高等学校外语专业教学指导委员会委员、全国翻译专业资格(水平)考试英语专家委员会委员、中国翻译工作者协会常务理事及专家会员、英国华威(Warwick)大学比较文化与翻译学研究中心荣誉研究员等。国家级精品课程“英语口译(课程系列)”主持人、广东省高等教育教学名师、广东省杰出留学归国青年创业之星、全国优秀教师及广东省青年“五四”奖章获得者。曾为多位国家、省市领导人及外国国家元首、政商要人等担任过口译工作。从上个世纪90年代开始,已担任数百场国际会议的同声传译工作。已主编出版“十五”、“十一五”国家级规划专业口译教材《英语口译教程》、《英语口译基础教程》、《英语同声传译教程》,以及其他著作、辞典等多部,在《中国翻译》等学术期刊发表论文50余篇,承担多项省部级科研项目。

王斌华:广东外语外贸大学高级翻译学院口译系副教授、广东外语外贸大学口译研究方向博士生、中国翻译协会会员、国家级精品课程“英语口译(课程系列)”主讲教师。长期从事口笔译实践,2000年至今担任英国牛津大学“广东省高级公务员公共行政管理研讨班”讲座及政府参访口译和“国际社会发展联合会(ICSD)第15届国际研讨会”同声传译等数十场国际会议的口译工作。出版书籍《口译:理论·技巧·实践》、《口译综合能力》、《英语同声传译教程》(第三作者)等,在《中国翻译》、《外语界》、《外语研究》等学术期刊上发表论文10余篇。多次获优秀教学奖。

1 何谓“口译”?口译与笔译有何不同?

口译(interpreting)是这样一种活动:译员(interpreter)在听取源语(source language)后,通过口头表达的方式以目标语(target language)向听众传达讲话人的意思,在语言上无法互通的异语双方或多方之间通过译员的传译能够进行交流沟通。

口译与笔译虽然同属语言间的翻译活动,但两种活动之间的差异也很显著。一个表面上的差异是,两者的媒介不同:笔译的译者(translator)产出书面语篇;而口译的译员产出口语语篇。这一差异要求译者和译员在所具备的能力、所掌握的技巧及所接受的培训等方面都有所不同。大体上说,译员要求听说能力特别突出、口译技巧娴熟,并习惯进行口译过程中的复杂认知操作(如连续传译中的边听边记、同声传译中的边听边说等)。另外,从翻译过程来看,口译的一个突出特征是,源语的输入是一次性的,一般没有机会重新听一遍;目标语输出是在时间压力下进行的,几乎没有机会进行修改。而在笔译过程中,译者可以反复地阅读、理解原文,可以反复地修改译文,并且在整个过程中都可以借助工具书等辅助工具。口译区别于笔译的另一个特征是,译员一般与源语发言人和目标语接收者置身于同一现场,现场的各种言外信息和副语言信息均有助于译员的理解和表达。而译者一般与原文作者和译文读者不在同一场合,因而无法直接借助现场的信息,往往只能推测场合的情境。还有一个值得注意的区别是,由于口语传递的快速性,在单位时间内口译所处理的语词量比笔译要大很多。一个小时的同声传译所处理的语词量大约在9,000到10,000字,而联合国的签约笔译员每天规定的笔译工作量一般为2,000到3,000字。这样看来,口译所处理的语词量大概相当于笔译的10倍,而且,由于译员口译的时间大约占会议总时间的1/2到1/3,这就意味着译员必须以相当于译者20到30倍的速度来工作。由此看来,快速传译是译员必备的技能,而且,译员所承受的认知处理压力是很大的,这也可以解释为什么同传译员必须实行20分钟左右换一班的轮换工作制。

2 口译的方式

口译的常用方式有两种:连续传译和同声传译。

1)连续传译(consecutive interpreting,CI),又称“交替传译”或“即席口译”,简称“连传”或“交传”,它是在发言人讲完部分内容或全部内容后,由译员进行翻译。这种口译方式可以在很多场合下采用,如演讲、祝词、授课、谈判、情况介绍会、会议发言、新闻发布会、记者招待会、宴会致词、采访谈话、参观访问等。一般认为,连续传译的正式职业化是在第一次世界大战后,1919年的“巴黎和会”上大批量地正式使用连续传译。

2)同声传译(simultaneous interpreting,SI),又称“同步口译”,简称“同传”,是在发言人讲话的同时进行口译。同声传译一般通过同声传译设备来完成。译员坐在特制的译员箱里,通过耳机收听发言人的讲话,同时通过麦克风把发言人的讲话内容用目标语传达给听众,听众则利用耳机选择所需要的语言频道,接受翻译服务。同声传译的正式大规模使用始于第二次世界大战后的“纽伦堡审判”,当时系统地使用了英语、法语、俄语和德语的同声传译。

另外,还有两种并不常用的口译方式:耳语传译和联络口译。

3)耳语传译(whispered interpreting),俗称“咬耳朵”,实际上也是同传的一种方式,只不过不借助设备,而是译员坐在一个或少数几个听众旁边,以一种耳语的方式为听众进行同声传译。这种方式一般适用于听众中大多数人讲一种语言,而少数听众(最多两到三个)不懂这种语言的情况,故需要译员为其进行口译。

4)联络口译(liaison interpreting),一般用于陪同口译的场合,涉及导游、购物、活动安排、见面时的寒暄、餐前餐后及席间的谈话、参观时的解说等方面。场合比较轻松、随意,对译员的要求不高,语言难度不如正式口译大。译文内容要求相对宽松,有时介绍大意即可,说话的顺序也可以进行调整。

3 口译的类型

根据口译服务的场合,常见的口译类型有:会议口译、陪同口译、社区口译、法庭口译、医疗口译、“焦点小组”口译、手语口译等。

会议口译(conference interpreting):顾名思义,是为双语或多语的会议或会谈进行的口译,主要采取同声传译或连续传译的方式。会议口译员有一个世界性的行业组织,即“国际会议口译员协会”(International Association of Conference Interpreters,AIIC)。

陪同口译(escort interpreting):即由译员陪同外宾或者代表团进行旅游、访问等活动时进行的口译,一般使用联络口译的方式。

社区口译(community interpreting):又称“公共服务口译”(public service interpreting),主要指在移民社区为移民提供的医疗、教育、法律等方面公共服务的口译。在这种场合的口译中,译员不仅要做好口译,还往往要充当“交际助手”(communication facilitator)和“文化协调者”(cultural mediator)的角色。

法庭口译(legal, court, or judicial interpreting):是专门为司法场合(尤其是法庭)配备的口译,包括连续传译和同声传译的方式。法庭译员要求熟悉法律知识及法律程序,通常要经过认证,法庭译员一般被称为“宣誓译员”(sworn interpreter)。

医疗口译(medical interpreting):亦可被看作是公共服务口译的一种,主要指在移民社区为移民接受医疗服务时配备的口译。由于其对译员在医疗专业知识方面有一定要求,因此往往被单列出来作为一种口译场合,在一些移民较多的国家(如美国、加拿大等)医疗口译译员也成立了专门的行业协会。“焦点小组”口译(focus group interpreting):是一种近年出现的新的口译类型,多用于市场调查。具体操作方式是:“焦点小组”在进行讨论时,译员在隔壁的房间通过“单向镜”观察他们,并通过同传设备或以耳语传译的方式为在同一房间的雇主译出“焦点小组”的讨论内容。

手语口译(sign language interpreting):是为聋哑人士进行的口译,译员在手语和口语之间进行传译,可采取同传的方式,也可采取连传的方式。在一些手语口译发达的国家(如美国等),手语口译译员也成立了专门的行业协会。

4 口译的质量标准

业界一般认为,口译的标准为:准确、完整、通顺、及时。“准确”的标准要求译员把讲话人的思想和情感准确地传递给听众。译语要充分表达讲话人的意图,达到讲话人要达到的效果;要符合讲话人的身份及讲话的场合;符合听众的认识水平和层次;语言要规范,尤其是专业术语要准确无误,不说外行话。“完整”的标准要求译员完整地传译发言人说出的信息,不能遗漏内容和细节。“通顺”的标准首先指译语表达要地道,符合译语的语言表达习惯,符合听众的文化习俗;其次是指译语发布(delivery)要流畅。“及时”的标准是指连续传译的译员在讲话人停止讲话后2到3秒之内就脱口而出,连续译完讲话人的发言;还指在同声传译中译员的译语发布要尽量保持与源语的同步性。

5 译员的素质要求

口译能力的造就首先需要具备三个支柱:双语能力(尤其是听说能力)、言外知识(包括百科知识和专业主题知识)、口译技能(包括口译听辨、记忆、笔记等技能)。其次,要成为一名译员,还需具备适合口译工作的心理和身体素质,如出色的记忆力、快速的反应力等,并且要有跨文化交际的意识,以及良好的口译服务职业道德。

优秀的口译是一种才智和功力的结晶。具备扎实的语言功底和深厚的知识底蕴,能够游刃有余地把各种口译技巧融会贯通,还要经过长时间的训练和实践,才能将口译技能逐渐发挥到炉火纯青的地步。

双语能力(尤其是外语能力)可以通过汉语和外语的学习加以提高,言外知识需要长期的积累及专门的学习才能具备,口译技能则需要专门的系统培训才能掌握。译员已成为一个专门的职业,口译也成为了一项专业的技能。通过口译技能的专业教学和培训,口译学员可以系统学习口译听辨理解的技能、短期记忆的技能、快速笔记的技能、口译转换的技能、口译表达的技能等,并通过科学的训练,熟练地运用这些技能,成功进入口译的职场。二、技能训练

He's talking about a sort of force, a bit like the Blue Berets, the military forces that the United Nations currently deployed to troubled countries. He wants a backup as it were a blue-suit force which could include teachers, judges, doctors, people who can come in when a country is in dire difficulty. But there is another issue that is dogging him around here and it is in a way personified by the ever-present Sir Richard Branson, boss of Virgin. He's been following the prime minister on his tour and insisting at every turn that ________ when it comes to the sale of Northern Rock. This is what the prime minister himself had to say about that today.

"I can reassure people entirely that any negotiations about Northern Rock will be taking place in London. If a number of commercial companies are expressing interest in the future of Northern Rock, then it is right that the government ________ to us."

But as I said the prime minister is gonna be talking about the United Nations and other matters tomorrow when he's here in Delhi, but his heart and mind are gonna be very much back in London where the chancellor will be making a very important statement about Northern Rock. The prime minister wants people to think that ________, he's taken a grip of the situation and that he is not bailing out whoever buys Northern Rock. Will it look like that? Will it sound like that? Will people think that the government is actually making a sweetener for Richard Branson or whoever buys Northern Rock? That will be the key moment tomorrow. Mr. President, it is my pleasure to extend a warm welcome to you and Ms. Liu on behalf of our entire community. We are deeply honored that you have chosen to visit Yale.

Your country has an ancient tradition of ________, and your actions affirm this tradition. During the past decade, you have made massive investments in your universities, strengthening the most excellent of those institutions while broadening access to higher education from ________ of your collegeage population. Your nation's focus on education has contributed substantially to your historically unprecedented success in lifting more than 200 million of your citizens out of poverty ________. We admire these achievements, and, like most Americans, we are hopeful that the development of your economy will be accompanied by continued expansion of the ________ and strengthening ________.

These past two summers, Yale has been privileged to host presidents and vice presidents from 14 of your leading universities for an intensive two-day seminar ________ of the world's most respected institutions. Our conversations have ________ on important questions of values and national policy. But we hold the common belief that only through education can one acquire the capacity to ________, and thus contribute to scientific and material progress as well as to the humanistic and artistic expression that enriches society. We also agree on the power of personal encounter to deepen mutual understanding among those who start from different ________. Our experience mirrors that of thousands of US and Chinese scientists and scholars and tens of thousands of students whose interactions with one another can be a foundation for lasting peace between our nations.

Yale is proud of its ________ with China. Scholars from our faculty of arts and sciences and faculty from nearly all of our professional schools are currently engaged in more than 80 ________ with Chinese counterparts. In addition to our seminar for university leaders we are currently involved in training programs for your environmental officials, mayors, senior executives of state enterprises, and senior governmental leaders. We are collaborating with Fudan and Peking universities on major scientific research programs, and with your alma mater Tsinghua University on both cultural and environmental projects. Our China Law Center, directed by Professor Paul Gewirtz who helped to ________ the Rule of Law Initiative launched by Presidents Jiang Zemin and Bill Clinton, is deeply engaged with your ________ —helping to advance legal reform and the rule of law.

Our American students are eager to learn about China. They learn from study: Enrollment in our first-year Chinese language courses ________, and each time Professor Jonathan Spence offers his course in Modern Chinese History, over 300 students enroll. And our students learn from encounter: from getting to know the more than 600 Chinese students and scholars currently in residence here at Yale, who teach even as they pursue their own studies.

We look forward to your address, Mr. President. By your presence today, you ________ between Yale and China, and you honor the place of the university in both Chinese and American society. We are deeply grateful, Mr. President.

New York Mayor's Opening Remarks at the Committee of 100 Conference

Anyway, some of you have come from very far away. So welcome to New York. One thing I would ask you to do while you are here is to ________, because we need the tax revenues. Even though we do not have to pay for an Olympics that is coming here, ________, but we did not work out that way. I just want to be on behalf of the ________ in this city to welcome you.

The Committee of 100 should be complimented for everything they do and it's really an honor for me that you ask me to come, because it's ________ this organization has become an important voice for the Chinese communities in America and really it focuses on promoting understanding between the US and China, and encouraging ________. And we are proud that some of these leaders are living and working right here in New York. You see their influence in every area of life, from Wall Street to our city council, from the concert halls, museums to the city's skyline. I, um...right now, my company just move into the building designed by a Brazilian architect, but before that we lived in the building designed by a Chinese architect. And it was a great building but ________. But we have one of my former landlords here, Ronnie Chan from Hong Kong. Oh, I told Henry Crumb that Ronnie ________ every year I can tell.

Anyway, one in 10 New Yorkers can trace their ancestry to Asia or to the Pacific islands; it really just tells you ________. When I came here 40 years ago, I was determined to make sure that I had a chance to raise my kids in the city that really was international and was the kind of city that is going to survive in the 21st century. We are doing everything we can to make sure that New York remains ________ to people around the world who want to have the opportunity to be in control of their destiny, take care of their families and we are building, for example, record number of schools here. We are building ________ in a city for 500,000 people. Five hundred thousand people, is more people than live in Atlantic, Georgia. We have our public school system of 1.1 million kids. That's more people than live in Detroit, Michigan. The city is very big, and it's...the scale keeps growing. We are going to add more people within this decade than live in Pittsburgh. But the thing that perhaps tells you the most about New York city and differentiates it from other cities clearly—cities like Beijing, equally large in size... But that's ________. The parents of our public school kids speak 170 different languages, which just tells you that, ________ your Chinese parents, it's not so easy to write that letter. Some of those 170 languages don't have a written dialect with them, but we...the immigration here is the city's ________. Other places find immigrants threatening and don't realize, don't think they get ________. In New York City, if immigrants stop coming here, this city would die. And in fact it's great strength from pilgrim days or Dutch days when it was formed until now, it's always been that every year we welcome hundreds of thousands of people to this city, who want to come and live here. And last year, we have ________ from around the world who came here as tourists. So New York continues to grow and our economy continues to grow, because our ________. Our murder rate is at a record low, crime rate record low. But the good news is our life expectancy is a modern-day high. And our education system has a graduation rate at high school of record high. There are a lot of good things going on in this city and a lot of it is because people come from ________ to help us.

So I just want to welcome everybody. You can rest assured that the Chinese communities in this city are doing well. ________. They are having families and the kids are going to public schools for ________ and really getting a good education. We are doing the right things, and perhaps no better time than ________. Some say it's the "Golden Year" for us to celebrate the friendship that has gone on for a long time. And since 9-11, this city really has recovered and I just want all of you tonight, when you think about it before you go to bed and turn out the lights. Those people living in New York, I think, are the luckiest people in the world. ________, but New York really is something that you need and we are proud of it.

And thank you to the Committee of 100, it's really a distinguished organization with a great mission. And you are doing a wonderful job. So enjoy the lunch and enjoy the conference and we see you and perhaps you invite me back next year. Huh, good-bye! Thank you.
